COVID-19 roundup: Arra rescinds order closing beaches, new case reported in Grey-Bruce


A single new case of COVID-19 was reported in Grey-Bruce according to the health unit’s daily situation report Thursday.

The new case raises the region’s total to 92 with 85 recorded cases now recovered.

The new case was reported in Owen Sound according to the health unit’s data. It’s the first new case reported since May 23.

There are still no long-term care facilities in a declared outbreak because of the disease, and no deaths attributed to the virus locally.

Twenty-four cases have been reported in regional healthcare workers.

Ontario reported 383 new COVID-19 cases Thursday, along with 34 more deaths. It’s a jump in the data after several consecutive days with fewer than 300 cases recorded in the province.

On Thursday, Grey-Bruce’s medical officer of health rescinded the public health order that closed all municipal beaches in the region ahead of the May long weekend.

“The intent of the May 14 order was to send a message provincially that Grey and Bruce Counties are not open for tourism yet. This would deter one-day visitors and prevent mass gatherings on beaches. The ultimate goal is to suppress community transmission of COVID-19 for all residents in Grey and Bruce and protect the most vulnerable of us, seniors and individuals with comorbidities who would suffer severe disease,” Dr. Ian Arra said in a press release.

Beach closures are now once again under the discretion and jurisdiction of the municipalities in Grey and Bruce Counties.

Many regional municipalities including South Bruce Peninsula and Saugeen Shores had completely closed their beaches to the public before the public health order. Others had allowed access for walk-through and individual exercise.

“The order achieved what it was designed to achieve really nicely,” Arra said in an interview. “The two main goals were achieved. The first one was to send a message to the province, to big cities, that we are not open for tourism yet … the second objective is to buy time for municipalities to develop their own bylaws.”

The release encourages municipalities to consider adopting beach-closure bylaws ahead of popular tourist gathering times, like holiday weekends. However, Arra said issuing another public health order to close beaches ahead of popular holidays like the upcoming Canada Day long weekend is not off the table.

“If there is risk in any municipality to increase spread for whatever reason, none of them are an island on their own, we are all in this together,” he said. “Is there a possibility for another order? If there need be, yes.”

Arra consulted a number of regional stakeholders before issuing the May 14 beach closure order including mayors, emergency services, OPP, and local politicians. He said the order received full support from those contacted for discussion.

“We wanted to ensure that when we closed it was going to be applied everywhere,” Arra said. “If you close beaches on Bruce and leave any beach open in Grey it’s going to close that beach into a magnet.”

The order was issued directly to the municipalities and not individuals, Arra told Grey County council members before officially issuing the order, so their police departments can enforce the rules, either through the Ontario Trespass to Property Act or charges built into any applicable municipal bylaws.

Arra wanted to stress that rescinding the order does not mean beaches are now open. It’s up to the individual municipalities to now determine beach use based on local needs and risks.

The City of Owen Sound’s Leaf and Yard Waste Composting Facility located at 28th Avenue East will resume its normal operating hours beginning June 1.

Starting Monday, the facility will once again be open to the public from 8:30 a.m. to 8 p.m., seven days a week.

A maximum of 15 vehicles will be allowed entry to the property at one time to ensure physical distancing practices can be maintained by city residents ridding themselves of leaves, branches, logs, twigs and grass clippings.

Residents looking to toss trash, pet waste, flower pots, lumber and off-cuts, rocks, rubble and construction waste are asked to use the Miller Waste Transfer Stations as those items will not be accepted at the composting facility.

Grey County is creating a database of personal protective equipment to support local businesses in finding the supplies they need to provide a healthy workplace.

The County is asking businesses that can supply PPE to other local businesses to complete a form located at the Made in Grey website (www.madeingrey.ca).

Once the County collects the information it promises to promote the list of suppliers to the community through its Community and Business Resiliency Map.

Public health units across the country are now recommending that both employees and shoppers wear cloth mask or other non-medical face coverings to help reduce the risk of COVID-19 transmission when physical distancing measures can’t be maintained.
